A former jail administrator who served as owner's representative on detention projects for the Aiken County Sheriff's Office, Nick Gallam will help sheriffs and counties define what their justice facilities need to do each day.
As the director of justice strategic planning for the firm's justice sector, Nick collaborates with sheriffs, county leaders and project teams during the planning and programming of justice facilities, drawing on 25 years with the Aiken County Sheriff's Office in South Carolina. His knowledge extends to staffing analysis, bed projections, security electronics upfits and transition services as agencies move into a new facility.
An owner's perspective
Nick most recently served as major and jail administrator of the sheriff's office detention facility, which had 95 authorized positions and a population that at times exceeded 500. He was also the owner's representative for the sheriff's office on a 150-bed jail expansion and a new headquarters. In that role, he answered to the sheriff, county leadership and taxpayers for how each project turned out.
"Nick has been accountable for a jail project from the owner's side, so he understands the pressures sheriffs and county leaders face when they plan a facility. He knows how much of a building's daily performance is decided during planning, and his knowledge will help the agencies we work with make decisions they can stand behind."
Todd Davis, Justice Sector Leader at Moseley

The jail expansion showed Nick how directly a building shapes daily operations. Before it opened, women in custody of different classifications shared a single housing unit. Once the facility could separate them into two units, management issues and disciplinary problems dropped sharply.
Leadership and service
Nick served 24 years in the U.S. Marine Corps and U.S. Army Reserve, including a combat deployment in support of Operation Iraqi Freedom. He is a graduate of the National Jail Leadership Command Academy, where he now serves as a mentor. A two-time past president of the South Carolina Jail Administrators' Association, he was named the association's Jail Administrator of the Year in 2016 and 2026. He received the Strom Thurmond Award for Excellence in Law Enforcement, and the governor of South Carolina appointed him to the South Carolina Law Enforcement Training Council.
